What is Transform

Transform is a competitive funding programme open to current National Portfolio Organisations who received conditional offers of reduced funding in the 2023-26 Investment Programme. 

It aims to help organisations develop a new business model over three years, which enables them to operate sustainably at ongoing reduced levels of Arts Council investment.  

There are two stages in this programme. 

Stage one will act as a ‘bridge’ between 1 April and 31 July 2023 to help organisations transition to their lower funding base, whilst allowing breathing space to consider how they may remodel their business.

Stage two will provide support from August 2023 to March 2026 so that organisations can develop and implement innovative changes that restructure their business models and deliver long term financial sustainability on lower levels of Arts Council funding.

This programme is only open to 2022/23 National Portfolio Organisations who received conditional offers of reduced funding in the 2023-26 Investment Programme. 

Stage one is open to organisations whose average annual 2023-26 grant is at least 12% less than the grant awarded for 2022/23, and whose level of readily realisable unrestricted reserves cannot support immediate needs. 

Stage two is open to all organisations receiving a reduced offer, regardless of the size of the reduction or whether an application was submitted to stage one.

We want to support organisations to adapt to changes in circumstances in a measured and sustainable way, so that they can continue to bring creativity and culture to visitors and audiences in the years to come.

Application dates

Applications open: 12pm (midday), Monday 9 January 2023

Applications close: 12pm (midday), Monday 6 February 2023

Grant range

Applicants can apply for up to 75% of the total reduction in their 2023-26 Investment Programme conditional offer, less any amount awarded at Stage one.

The maximum amount that can be applied for is £5,000,000.
