Update to the programme

When we first published the guidance for Transition, we intended that up to three months funding would be available to organisations leaving the portfolio. This would have provided up to eight months’ planning time (based on the applicant being advised at the end of October 2022 that their application has been unsuccessful).

Given the severity of the economic conditions facing many cultural organisations, we have reviewed this. Eligible organisations can now apply to Transition for funding which is equivalent to seven months of their current NPO grant. This will mean that organisations told that they are leaving the portfolio at the start of November, will have up to 12 months of funding to plan for the future.

In recognition of the challenges facing organisations leaving the National Portfolio and as a way of improving the support we provide to them, we will provide a ‘transition’ period for those who were National Portfolio Organisations, or funded through Business Plan funding, during the year ended 31 March 2023 and that were not asked to join the 2023-26 Investment Programme.

This ‘transition’ funding is also available to those National Portfolio Organisations (or those funded outside the National Portfolio through Business Plan funding) during the year ending 31 March 2023 who receive a conditional offer of funding in October 2022, but are unable to reach agreement with the Arts Council on a Funding Agreement for the 2023-26 Investment Programme.

This programme has been introduced based on feedback we received after decisions were communicated on the 2018-22 investment process. 

We also recognise that because we will make and communicate our decisions later than for previous Investment Programmes (in October rather than July), organisations will have less time to plan for their exit from the National Portfolio.

The application portal will open on Tuesday 8 November 2022 and close on Tuesday 28 February 2023

It will remain open during this period to allow applications to be submitted by organisations that are unable to reach agreement with the Arts Council on a Funding Agreement for the 2023-26 Investment Programme.
