Penny Otton
Penny Otton was born in Kent and spent her childhood in Suffolk before moving to London to study display design. On completion of her course Penny spent four years as the internal display studio manager at Peter Jones in Sloane Square. Penny later moved back to Suffolk, where she worked freelance, worked as an adult education lecturer, had two children and become a local Councillor.
Penny was elected as leader of Mid Suffolk District Council in 1999 having been first elected as a Councillor in 1991. She held the position of Chair of Leisure when she implemented the appointment of the Council's first ever arts officer. Penny has been a champion of the arts in Suffolk and recently launched the Suffolk Cultural Network. She is also a member of the Local Government Association Cultural Services Executive.
