The Department for Education and Skills published its Green Paper on youth services - Youth Matters - in July 2005. This document is our response to its proposals. We believe that the arts have a tremendous amount to offer in fulfilling the Green Paper's ambition to make a significant difference to the lives of young people and the communities in which they live. This document sets out how the arts can contribute to each of the five Every Child Matters outcomes for all young men and women.
