Organisations or consortia, from the arts or non-arts sectors, that meet the aims and objectives of the work were eligible to apply. These were likely to include marketing, audience development, or research specialists.

The focus of this fund was the arts, but it was also open to museums and libraries that provide arts activities and opportunities.
