To be eligible to submit an application as a lead organisation, you must:

  • Be a public library, public library authority, network of public library authorities or an organisation managing a public library authority as defined under the Public Libraries & Museums Act 1964. (Other library structures such as community libraries outside statutory provision, academic libraries or private libraries, for example, are not eligible to apply to this fund as a lead applicant. They may be a partner in an activity, as long as the lead applicant is a public library or library authority) 
  • Apply for the amount specified in section three of the guidance notes, available to download in PDF and Word formats
  • Apply for activity taking place between September 2013 and March 2015
  • Be properly constituted as an organisation, based in England and able to make available copies of your governance documentation, if requested

You cannot apply if you are:

  • An organisation based outside of England 
  • An individual – we will not accept applications from people applying in a purely personal capacity
  • Applying for funding for activities that do not mainly benefit audiences in England
  • One of the six city libraries within the Business & IP Centre national network: Birmingham; Leeds; Liverpool; Manchester; Newcastle; or Sheffield. Other branch libraries within the same library authority are eligible to apply
